AGEING AND OLD AGE IN RESEARCHES OF THE INSTITUTE OF SOCIAL ECONOMY

Aging and old age are becoming increasingly important topics of scientific research and publications. Social and economic conditions and the consequences of old age are getting more and more important for social policy. The Institute of Social Economy (IGS) has been dealing with this issue since the 60s of the last century, when the IGS team conducted the first representative nationwide survey of the social and economic living conditions of elderly people. Later, employees and co-workers of the Institute managed and participated in many nationwide researches and conducted a number of scientific projects in gerontology. The subject of scientific works concerned mainly the living conditions of elderly people and social policy towards elderly people as well as organization and financing of the Long-Term Care. The aim of this paper is to present the main directions of scientific work of the Institute of Social Economy in the field of social gerontology and the description of its scientific achievements in this field.

Artykuł ma na celu omówienie relacji między polityką społeczną a polityką publiczną i wskazanie najważniejszych elementów tych relacji. Polityka społeczna jest związana historycznie z jednej strony z ekonomią, a z drugiej – z socjologią i naukami o polityce. Nauki o polityce publicznej eksponują rolę administracji publicznej w realizacji jej celów i pozwalają na szersze ujęcie zakresu jej zadań poprzez powiązanie ich z innymi specjalnościami. Dzięki temu możliwe jest uzyskanie w praktyce efektów synergicznych podejmowanych działań, a w warstwie teoretycznej – pełniejsza ocena analizowanych problemów. Historia polityki społecznej w Polsce, a szczególnie Instytutu Gospodarstwa Społecznego pokazuje, że takie szerokie podejście do polityki społecznej cechowało tę dyscyplinę także w przeszłości.

The article aims to discuss the relationship between social policy and public policy and to identify its most important elements. Social policy is linked historically on the one hand with the economy and on the other - with sociology and political sciences. Theory of public policy exposes the role of public administration in achieving its objectives and allows for wider recognition of the tasks by linking them with other specialties. This makes it possible to achieve in practice synergistic effects of actions taken, and at the theoretical level - a more comprehensive assessment of the analyzed problems. The history of social policy in Poland, especially of the Institute of Social Economy shows that such a broad approach to social policy has been characteristic also in the past.

Między rodziną a instytucją – wnioski z badania PolSenior2 dla polityki senioralnej w Polsce

Artykuł zawiera poprzedzone diagnozą, w której ukazano możliwości uzyskiwania społecznego wsparcia przez osoby starsze w Polsce, wnioski dla polityki senioralnej w zakresie form zaspokajania potrzeb opiekuńczych seniorów. Autorzy omawiają wybrane wyniki ogólnopolskiego badania gerontologicznego PolSenior2, w tym szczególnie: rodzinne zasoby osób starszych, z jakich mogą korzystać, gdy potrzebują wsparcia, poziom zaspokojenia potrzeb opiekuńczych seniorów oraz lukę opiekuńczą. Na podstawie wyników badań empirycznych oraz analizy wpływu pandemii COVID-19 na funkcjonowanie instytucji opiekuńczych autorzy formułują rekomendacje dotyczące procesu deinstytucjonalizacji usług opiekuńczych w Polsce. Wskazują, że dominujący w naszym kraju rodzinny model opieki nad osobami starszymi sprzyja deinstytucjonalizacji, ale proces ten nie może polegać na przerzucaniu na rodzinę coraz większej odpowiedzialności, lecz na wspieraniu jej funkcji opiekuńczej wobec seniorów przy pomocy coraz bardziej zróżnicowanych instrumentów polityki publicznej.

The article contains, preceded by a diagnosis which shows the possibilities of obtaining social support by older people in Poland, conclusions for the ageing policy in terms of forms of satisfying the care needs of seniors. The authors discuss selected results of the Polish national gerontological study PolSenior2, including in particular: family resources of older people, which they can use when they need support, the level of meeting the caring needs of seniors and the care gap. Based on the results of empirical research and the analysis of the impact of the COVID-19 pandemic on the functioning of care institutions, the authors formulate recommendations regarding the process of deinstitutionalization of care services in Poland. They indicate that the family model of care for older people, which is dominant in our country, is conducive to deinstitutionalization, but this process cannot consist in shifting more and more responsibility onto the family, but in supporting its care function towards seniors with the help of increasingly diverse instruments of public policy.

There are also theoretical issues such as: adequacy of this discipline of knowledge to the analysis of the realities of public action in Poland. This issue arises due to the fact that public policy emerged as a discipline of knowledge in the Anglo-Saxon tradition, on the basis of its specificity. Moreover, the theories evident in public policy science have been developed in the West, mainly in America. The local realities were the basis. Therefore, the question arises whether we should build our theories or adapt those that have been developed elsewhere. Meanwhile, we do not have many or even most elements of the Anglo-Saxon tradition, even in terms of the size of our analytical achievements. We are not even inclined to conduct such an advanced analysis of social and economic phenomena. Hence, it seems important to me to ask about the theoretical potential of this discipline in relation to the analysis of public activities in Poland.
